The Municipality of Casselman is seeking a Director of Operations and Human Resources who will play a key role within the leadership team.

Reporting directly to the Chief Administrative Officer, the incumbent actively contributes to the implementation of the municipality’s strategic priorities, ensures effective coordination of operations, and acts as a strategic advisor in human resources.

Key Responsibilities

  • Work closely with the Chief Administrative Officer to achieve corporate objectives
  • Represent the municipality with various partners (government, organizations, businesses, etc.)
  • Ensure coordination of operations and projects across departments
  • Oversee priority special projects
  • Manage human resources: recruitment, onboarding, HR policies, employee relations, discipline, and performance management
  • Advise and support department directors in all HR-related matters
  • Actively participate in the overall management of municipal affairs
  • Intervene in resolving complex or emergency situations
  • Supervise, develop, and engage staff under their responsibility
  • Ensure effective communication in both French and English
  • Manage a portion of the operational budget and contribute to financial planning

Profile Sought

Education and Experience:

  • University degree in administration, human resources, public administration, or a related field
  • Minimum of 5 years of relevant experience in operations management, ideally in a municipal or public sector environment
  • Experience in human resources management (strong asset)

Skills:

  • Strategic leadership and strong decision-making abilities
  • Excellent interpersonal and communication skills
  • Ability to work under pressure and manage complex situations
  • Strong organizational, coordination, and judgment skills
  • Discretion and respect for confidentiality
  • Excellent command of both official languages (French and English)

Working Conditions

  • Full-time position (37.5 hours/week)
  • Salary (2026): $99,131 to $120,610
  • Monday to Friday schedule
  • Availability required for evening Council meetings
  • Occasional availability outside regular hours as needed or in emergencies
