Schedule ‘C’ Class Environmental Assessment

The Municipality of Casselman (Municipality) has completed a Schedule ‘C’ Municipal Class Environmental Assessment (Class EA) for the Casselman Sewage Treatment System. The purpose of this Class EA was to provide recommendations on the preferred system upgrades to effectively treat wastewater generated from existing and projected future development areas.
This study was conducted according to the requirements of Phases 1 to 4 of the Municipal Engineers Association Municipal Class EA process, which is an approved process under the Environmental Assessment Act. The final Environmental Study Report demonstrates a sufficient level of investigation, consultation, and documentation to fulfill the requirements of a Schedule ‘C’ Class EA.
The preferred design concept for the Casselman Sewage Treatment System, as outlined in the Environmental Study Report, includes increasing the rated capacity of the existing lagoon-based treatment system to 4,050 m3/day through the following:
•Expand effluent discharge window (year-round with monthly maximum discharge flows);
•Addition of floating baffles within lagoon Cell ‘A’ and Cell ‘B’;
•New connection between lagoon Cell ‘A’ and the Moving Bed Biofilm Reactor to enhance the ability of the Moving Bed Biofilm Reactor to maintain treatment capacity over entire year;
•Keep existing Moving Bed Biofilm Reactor, but increase aeration capacity to enhance biological treatment;
•Addition of second similar disc filter to be operated in parallel with existing disc filter for enhanced tertiary filtration capacity and redundancy;
•Addition of high-pressure cleaning system to existing disc filter;
•Addition of a UV disinfection system downstream of disc filters for tertiary disinfection, especially during summer months;
•Participation in the South Nation Conservation’s Total Phosphorous Management program for the offset to Total Phosphorous beyond an effluent concentration of 0.50 mg/L; and
•Construction of a building expansion to the west of the existing Disc Filter building, to house the new disc filter and UV disinfection system.
Through issuance of this Notice, the Environmental Study Report is being placed on public record for thirty (30) calendar days in accordance with the requirements of the Municipal Class EA process. The report will also be available for review during normal business hours (Monday to Friday, 8:00 a.m. to 4:00 p.m.) at the Town Hall front desk, located at 751 St-Jean Street, Casselman, ON.
Interested persons may review this document and provide written comments on the proposed project to the Municipality within thirty (30) calendar days of issuance of this notice (by April 12, 2026). Any information collected during the review period will be managed in accordance with the Freedom of Information and Protection Act. In addition, a request may be made to the Ministry of the Environment, Conservation, and Parks for an order imposing additional conditions or requiring an individual environmental assessment on the grounds that the requested order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Subject to comments received as a result of this Notice, Section 16 orders, funding opportunities and the receipt of necessary approvals, the Municipality may then proceed with the proposed works.
